Income-Qualified Heat Pump Rebates: The Energy Savings Program
The CleanBC Energy Savings Program offers higher rebates for households that meet income limits: up to $13,000 for a heat pump in a house, and up to $5,000 in a condo or apartment. The rebate comes off your invoice, so you only pay the rest.
What Is the Energy Savings Program?
The Energy Savings Program is CleanBC’s income-qualified rebate program, part of Better Homes BC. It helps eligible households make energy-efficient upgrades to their homes, improve comfort, and reduce energy costs. The program is administered and funded by the Ministry of Energy and Climate Solutions, with support from the Government of Canada, BC Hydro, and FortisBC.
Energy Savings Program Income Limits
Eligibility depends on household size, the combined pre-tax income of the adults in your home, and your home’s BC Assessment value: $1,200,000 or less for Income Levels 1 and 2, or $1,820,000 or less for Level 3 (for registrations on or after April 1, 2026). For condos and apartments, the limit is $754,000.
| Household size | Level 1 | Level 2 | Level 3 |
|---|---|---|---|
| 1 person | $51,100 | $63,900 | $102,100 |
| 2 people | $63,600 | $79,500 | $127,200 |
| 3 people | $78,200 | $97,700 | $156,300 |
| 4 people | $94,900 | $118,600 | $189,800 |
| 5 people | $107,600 | $134,500 | $215,200 |
| 6 people | $121,400 | $151,700 | $242,700 |
| 7 or more | $135,100 | $168,900 | $270,200 |
Note: Level 3 is only for houses (ground-oriented homes) switching from natural gas, propane or oil heating to a heat pump.
